A few days ago, the 41st annual meeting of the International Natural Casing Association was held in Beijing for the first time. More than 1,000 representatives from 200 member units at home and abroad participated in the meeting. The conference focused on the theme of "guaranteeing casing safety and promoting trade development". Effective measures such as safety and quality. Ge Zhirong, deputy director of the General Administration of Quality Supervision, Inspection and Quarantine, was invited to attend the conference and delivered a speech on "Together in the same boat to create greater brilliance." Ge Zhirong pointed out that the General Administration of Quality Supervision, Inspection and Quarantine is responsible for safeguarding import and export food safety, promoting the development of the Chinese casing industry and international casing import and export Important responsibilities and a lot of fruitful work has been done. Faced with the ever-increasing requirements for food safety and hygiene, we all have much work to do.
Technical measures for foreign trade are becoming stricter
At the end of November 2001, the EU banned the import of Chinese animal-derived foods. In February 2002, the European Union Casing Association required all its members to conduct chloramphenicol testing on casings imported from China. On June 10th, the Council of the European Union made a resolution 2002/441/EC: Since June 14th, 20% of imported casings from China will be sampled to detect drug residues, pesticide residues, pollutants and prohibited substances.
After the "9.11" terrorist incident, in order to prevent terrorist forces from using food to attack, the US Food and Drug Administration (FDA) issued a new food anti-terrorism regulation. The regulations require that the United States and foreign companies engaged in food production, processing, packaging and storage, and their products for American residents and animal consumption must register with the FDA, otherwise their products will be detained by the US Customs.
On May 29, 2006, the “Positive List System” of the chemical residue limit standards in food and agricultural products formulated by the Japanese government was formally implemented. The system restricted 302 types of food, 799 types of agricultural chemicals, and 54778 residue standards, including casings. The original 11 items rose to 436 items, which increased the cost and difficulty of inspection for Chinese companies' casing exports to Japan.
The current status of domestic veterinary management needs to be strengthened
On the one hand, the animal disease epidemic monitoring system needs to be improved urgently. Although the country has formulated many laws, administrative regulations and departmental regulations for animal health, it is still not perfect. For example, there are no laws and regulations on animal protection and veterinary food hygiene regulations; "Animal Epidemic Prevention" There is no supporting regulations or implementation measures in the Law. The lack and imperfection of laws and regulations has caused domestic animal epidemics to continue, and the regional control of animal diseases has not been effectively resolved. Foreign countries have repeatedly restricted imports from China on the grounds of unknown animal epidemics. Of animal products.
On the other hand, poor management of agricultural and veterinary drugs, hierarchical management of veterinarians, and multiple administrative law enforcement have caused a disconnect between domestic animal disease and food safety, which involves the production, processing, circulation and final consumers. The raw materials for casings come from thousands of households In all directions, this makes the product structure low, and it is difficult to eradicate the drug residues, pesticide residues and animal residues in the casing in a short time.
The role of industry associations has not yet appeared
As a non-governmental organization, industry associations should play a role in communication, coordination and bridge between the government and enterprises, and between enterprises and enterprises. In recent years, although my country's industry associations have developed rapidly, due to my country's unique management system, industry associations have not yet emerged from government-affiliated industries and have become self-disciplined entities with fair, independent and standardized operations. It has not yet played the vanguard and vanguard role in the ability to resolve trade barriers, and there is still a considerable gap compared with foreign industry associations.
Insufficient efforts have been made in technical support, information services, price coordination, and government support for enterprises, and the phenomenon of inter-enterprise lack of information and independent governance still exists. What's more, in order to expand exports, enterprises do not work hard on quality and service. They often use unconventional methods such as competitive price cuts to win orders, disrupt market prices, disrupt industry order, and affect enterprise product exports.
Corporate marketing strategy is relatively limited
On the one hand, the company's sales area is relatively narrow, mainly concentrated in the European and American markets. According to incomplete statistics, nearly 70% of my country's exported casings are sold to the EU market, 20% are sold to the United States, and only 10% are sold to other parts of the world. Therefore, when the European Union took measures to prohibit entry of our animal-derived foods and the US FDA banned 11 kinds of drugs for our animal-derived foods, my country’s casing exports suddenly fell from a peak to a trough, and it was difficult to resist the negative effects of policy factors. influences.
On the other hand, the brand awareness of enterprises is not strong. Although my country's casing production and processing has a long history, it has not made its own brand in the international market and cannot win the initiative in market competition. In addition, enterprises have insufficient understanding of talent, technology and equipment investment, and the technical content and technological innovation of products need to be further improved.
The market structure will change
At present, the production and processing of casings in my country are mainly self-exported and processed with supplied materials. Due to the cheap labor market in my country, processing with supplied materials has a competitive advantage in the international arena. At the same time, since the degree of casing mechanization is not high, it is undoubtedly an effective way to solve the domestic surplus labor force and increase income. However, the frequent trade wars that have erupted now have not only increased the difficulty of importing raw materials and extended the time limit of the quarantine clearance process, but also seem to be impossible to solve in a short period of time. Now large international casing companies have started operations in Turkey, Egypt, Romania, Poland and Portugal. In order to shorten the capital turnover cycle, it will further increase the difficulties of domestic employment.
Ge Zhirong pointed out that in recent years, although my country’s casing exports have been difficult, the General Administration of Quality Supervision, Inspection and Quarantine and the World Natural Casing Association have established and improved the food safety control system through information communication and policy services to continuously improve relevant food safety management regulations and strengthen the source. Management, strict access system, guidance and supervision of casing production and processing enterprises to strengthen product quality management system and integrity system construction, to ensure the sound development of China's casing industry and import and export trade play an increasingly important role.
In 2005, my country exported 63,095 tons of natural casings and US$50.816 million, an annual increase of nearly 20%. China has become the world’s largest casing production and processing base. For this reason, industry associations and casing export companies should give full play to their industrial advantages and help each other. , Face difficulties, and create greater glories.
